Control of activity by state institutions healthy ministry the Ministry of Health is responsible for the care and improvement of health. The role of the Ministry of Health in controlling and health care includes:
– oversees the implementation of rules and standards in non-public health care institutions
-prepares the strategy of the control and health care system
– drafts policies for continuing professional education of human resources in health care
-checks the technical rules of construction, conditions, equipment, and services by the activity that will exercise
-checks service regulations and staff curriculum vitae
Municipalities
Municipalities exercise administrative control over health activity in the territory they administer, by applicable law, in coordination with the Ministry of Health. They must take measures to provide primary health care services to the population within their jurisdiction.
Local government units are responsible for the following:
a) the creation and maintenance of a healthy environment within the jurisdiction of their territory;
b) administration of health care service facilities, which are owned by them;
c) involvement in the policies and governing bodies of health institutions within their jurisdiction;
d) providing financial contributions to health institutions within the jurisdiction
State Health Inspectorate
The State Health Inspectorate is another public institution that exercises control over the activity of the non-public hospital.
The object of the control of the institution is:
a) implementation of the law and bylaws
b) implementation of professional and quality standards
c) control over registers and other data
The following elements must be specified in the inspection authorization:
1-object of inspection
2-legal basis
3-date and place of issue
4-identity of the inspector or inspectors authorized to conduct the review;
5-duration per day for conducting the inspection
6-place where the examination will be performed
7-identification data, position, and signature of the person who issued the authorization
National Center for Quality, Safety, and Accreditation
All health institutions should be accredited by the National Center for Quality, Safety, and Accreditation, periodically to assess the degree of compliance by them with the standards set and published for them by the Ministry of Health.
The law obliges private health institutions operating in our country to be subject to the accreditation process. The accreditation process is a mechanism that measures the quality of health institutions. What they represent must be confirmed by a stamp issued by the institution of the National Center for Quality, Safety, and Accreditation of Health Institutions (QKCSA-IS). This stamp proves to patients that the hospital performs all its services and has all medical equipment for health care.
Accreditation Process
1.Application for accreditation
By the law, every non-public health institution is obliged to make a written request to start the accreditation process.
2.Evaluation process
The health institution, after the application to QKCSA-IS, through a working group, evaluates and identifies the achievements and shortcomings, as well as directions or areas for further improvement.
3. Evaluation by the Accreditation Council
After receiving the report from the group of evaluators on the non-public hospital’s activity and meeting all the standards, it decides whether it will be granted Accreditation Status.
4. Decision on Accreditation
QKCSA-IS sends the Accreditation Council’s decision to the Ministry of Health, which decides for the institution’s accreditation.
5. Announcement and publication of evaluation results
QKCSA-ISh submits the relevant certificate and the accreditation emblem, which the health institution has the right to display in a visible place to the public.
